EU Commission publishes new anti-dumping notice

EU Commission’s Notice initiating anti-dumping proceeding on Chinese imports of screws without heads, officially published.

On 17th October official publication was made of the European Commission’s Notice of initiation of an anti-dumping proceeding concerning imports of screws without heads originating in the People’s Republic of China.

The Notice follows a complaint, lodged on 2 September 2024, by the European Industrial Fasteners Institute, made on behalf of the Union industry of screws without heads, in the sense of Article 5(4) of Regulation (EU) 2016/1036 (‘the basic Regulation’).

The product subject to this investigation is screws and bolts, whether or not with their nuts and washers, without heads, of iron or steel other than stainless steel, regardless of tensile strength, excluding coach screws and other wood screws, screw hooks and screw rings, self-tapping screws, and screws and bolts for fixing railway track construction material (‘the product under investigation’). The product allegedly being dumped is the product under investigation, originating in the People’s Republic of China (‘the country concerned’), currently classified under CN codes 7318 15 42 and 7318 15 48. The CN code is given for information only and without prejudice to a subsequent change in the tariff classification.

The complainant claimed that it is not appropriate to use domestic prices and costs in the People’s Republic of China, due to the existence of significant distortions within the meaning of point (b) of Article 2(6a) of the basic Regulation.

The Commission contends that the complainant has provided evidence that imports of the product under investigation from the country concerned have increased overall in absolute terms and in terms of market share.
